H7 normally circulates amongst avian populations with some variants known to occasionally infect humans. A H7N9 virus was first reported to have infected humans in 2013.

2013 Reports

The Centre for Health Protection (CHP) of the Department of Health of Hong Kong received notification from the National Health and Family Planning Commission (the Commission) on March 31, 2013 concerning three confirmed human cases of influenza A (H7N9).[1]

On April 2, 2013, the CHP confirmed four more cases in Jiangsu province, all considered in critical condition in hospitals in Nanjing, Suzhou and Wuxi. In a statement, the CHP said that no epidemiologic links had been found between the four patients and so far no other H7N9 infections have been identified in 167 of their close contacts.[2]

The first reported death associated with H7N9 was an 87 year old man who died on March 4th. A second man, later identified as Wu Liangliang, aged 27, died on March 10th.[1][3]

On April 3, Chinese authorities confirm that one man has died, thus bringing to three the number of deaths.[4]

As of April 4, the number of reported cases was 14, with 5 deaths. The two victims were a 48 year old man and a 52 year old woman, both from Shanghai[5]

On April 5, another person, a farmer, aged 64, living in Huzhou (Zhejiang province), died, raising the death toll to 6.[6] The Shanghai health ministry ordered culling of birds after pigeon samples collected at the Huhuai wholesale agricultural products market in Songjiang District of Shanghai showed H7N9.[7] So far, more than 20,000 birds have been killed in a live poultry-trading area in Shanghai.[6]

On April 6, all Shanghai live poultry markets closed temporarily in response to the H7N9 found in the pigeon samples.[6][8] The same day, Hangzhou also closed its live poultry markets.[8]

After gene sequence analysis, the national avian flu reference laboratory concluded that the strain of the H7N9 virus found on pigeons was highly congenic with those found on persons infected with H7N9 virus, the ministry said.

Symptoms

According to World Health Organization, symptoms include fever, cough and shortness of breath which progressed to severe pneumonia. WHO also notes that information is limited.[9]

Transmission

On April 4, China’s agricultural authorities reported that the H7N9 virus had been detected from pigeon samples collected at a marketplace in Shanghai.[10] It should be noted that pigeons are not defined or meet the definition of poultry, which are the most likely to transmit the virus. Previously, The Guardian reported that unnamed experts believed the virus may infect poultry without making them sick, making it more difficult to track.[4]

The World Health Organization still said it was “unlikely” to become a pandemic.[11] The World Health Organization stated that there was no evidence of ongoing human-to-human transmission.[12] The close contacts of those infected with H7N9 are being monitored, but have shown no signs of infection.[12]

In the Media

Prior to the announcement of H7N9, a large number of dead ducks and pigs were found in the rivers. On March 10, dead pigs were spotted in the Huangpu River, with at least 20,000 carcasses washing up by the end of March.[13] Over a thousand dead ducks were found in plastic bags in the Nanhe River.[14] It was speculated that these deaths were linked to H7N9, by such individuals as Laurie Garrett, a writer for Foreign Policy.[13][15] According to Chinese officials there is no connection. Shi Qian, the director of Sichuan Animal Health Inspection Bureau, announced that the suspected cause of the deaths of the ducks were related to the sudden increase in temperature.[14] Tests were performed on 34 of the dead pigs, all of which came back negative for H7N9 and instead were found to be infected with Porcine circovirus Type 2 (PCV-2).[13] PCV-2 infects pigs and is harmless to humans and birds.[13] PCV-2 is thought to only be fatal in pig fetuses and newborn piglets; the tested pigs were all adult.[13]

Vaccine

Currently, no vaccine exists for H7N9, but antigenic and genome sequencing suggests that H7N9 is sensitive to neuraminidase inhibitors.[16]

The Centers for Disease Control and Prevention (CDC) has begun sequencing and development of a vaccine as routine procedure for any new transgenic virus.[17]

International and State Reactions

On April 4th, Shanghai authorities closed a live-poultry-trading zone and began slaughtering all birds. Poultry trading areas in two other areas of the Minhang district were also closed. [18] Vietnam announced that it would temporarily ban Chinese poultry imports.[3][19]

A glitch at the crippled Fukushima nuclear power plant caused its cooling system for spent fuel to go offline. Technicians worked quickly to restore systems amid fears of a potential meltdown.

It is the latest in a series of glitches to hit the nuclear site following the multiple meltdowns caused by the tsunami of 2011.

Tokyo Electric Power confirmed that the pool attached to the plant’s Number 3 reactor was no longer operational.

Technicians are now working to get the cooling system back online. TEPCO stated the pool was at a stable 15.1C, indicating the reactor poses no immediate danger.

If the temperature of spent nuclear fuel is allowed to increase unchecked it can potentially reach the point where a nuclear reaction begins, leading to a meltdown.

Two weeks ago a massive power outage at the facility caused cooling systems to go offline. The origin of the power cut was identified as a 25cm-long “rat-like animal” that was found dead on the switchboard, a TEPCO official told Kyodo news.

The TEPCO official went on to say stronger measures would be put in place to prevent small animals from entering the switchboard.

It took 30 hours for specialists to repair the problem and bring systems back online.

The Fukushima meltdown two years ago was the worst nuclear disaster since Chernobyl in 1986, forcing tens of thousands from their homes and spilling radiation over the surrounding countryside.

China is stepping up its efforts to contain the spread of a new strain of bird flu which has killed six people in the country.

The authorities in Shanghai, where four deaths were recorded, have closed three poultry markets and banned the import of all live birds into the city.

China has now identified 16 domestic cases of the H7N9 virus.

The World Health Organization says there is no evidence yet that the virus is being transmitted between humans.

The human cases of H7N9 have all occurred in eastern China, in Shanghai and its neighbouring provinces of Anhui and Zhejiang.

The latest death was a 64-year-old man who died in Zhejiang, the second death there, state media report. There was no sign of infection in anyone who had had close contact with him, said officials.

On Thursday, officials began the slaughter of at least 20,000 birds in Shanghai after the virus was detected in pigeons sold in Huhuai market.

The trading of live birds – how poultry is traditionally sold in China – has also been halted at a market in the Zhejiang city of Hangzhou, after the virus was detected in quail being sold there.

“People are worried,” Yan Zhicheng, an elderly Shanghai resident, told AFP news agency.

“Shanghai people eat a lot of duck and chicken. Now we can’t touch them.”

Another Shanghai resident, Shao Linxia, said she would not longer be buying food from traditional markets, but instead using large supermarkets.

“I don’t think it is safe to visit the wet markets anymore,” she told Reuters,

The authorities in Hong Kong are also bringing in extra precautions, including heightened checks at immigration points, while other countries in the region have boosted their own influenza responses.

The H7N9 is a form of avian flu not previously been found in humans. The WHO says information about it is still limited, but that all the victims have had severe pneumonia, with symptoms including a fever and shortness of breath.

It is also not yet known how all the infections occurred, with the WHO unable to confirm any cases of human-to-human transmission.

The Chinese government has promised to openly share information about the virus, after being accused of trying to cover up health crises in the past.

Major UK banks must raise a total of £25bn in extra capital by the end of 2013 to guard against potential losses, the Bank of England (BoE) has said.

In a statement, the BoE’s Financial Policy Committee (FPC) said only some banks need to raise the cash, but did not name them.

It said banks could face losses of about £50bn over the next three years, relating to bad loans and fines.

The order is the first from the FPC, the new financial stability regulator.

It said UK banks and building societies could lose billions of pounds over the next three years relating to “high-risk” loans in the UK commercial property sector and vulnerable eurozone economies.

They may also lose money through fines, and require extra capital to support a “more prudent approach to risk”.

Some banks already have enough capital to cover these costs, the FPC said, but others are short.

Yet more money may need to be raised after the end of 2013, the FPC warned, so that banks conform to incoming “Basel III” accords on banking regulation.

Sustain lending

No new government money will be required. Banks are likely to raise the funds by issuing more bonds or selling shares.

But BBC business editor Robert Peston says in the short term the need to raise cash will be bad news for investors, including taxpayers who still own big stakes in two banks – Royal Bank of Scotland and Lloyds.

If these banks are among those that need to raise more capital, it may delay plans to sell the stakes back to private investors.

The measures are also designed to ensure that banks are able to continue lending to businesses and each other, should another banking crisis hit.

The extra capital is needed “to ensure sufficient capacity to absorb losses and sustain lending”, the FPC said.

The FPC has overall responsibility for financial regulation in the UK and is part of a new order of regulation designed to keep the banks under closer scrutiny.

It will oversee two new financial watchdogs: the Prudential Regulation Authority (PRA), which will take over responsibility for supervising the safety and soundness of individual financial firms, and the Financial Conduct Authority (FCA), which will be tasked with protecting consumers and making sure that workers in the financial services sector comply with rules.

The new watchdogs will replace the Financial Services Authority, which is set to close next week.

GALVESTON, Texas Officials say a vial containing a virus that can cause hemorrhagic fever has gone missing from a research facility in Galveston, but say there’s no reason to believe there’s a threat to the public.

The University of Texas Medical Branch said Saturday that there was no breach in the security its Galveston National Laboratory and no indication of wrongdoing. Officials suspect the missing vial containing the Guanarito virus was destroyed during the lab’s cleaning process but the investigation continues.

The medical branch says the virus, native to Venezuela, is transmitted only through contact with Venezuelan rats. It is not believed to be able to survive in U.S. rodents or to be transmitted person-to-person.

The Centers for Disease Control and Prevention was immediately notified after the vial was discovered missing Wednesday.
